Israel–Lebanon Maritime Boundary Agreement
The two States completed negotiations with the assistance of US mediators and established a boundary line dividing maritime claims in the eastern Mediterranean. The Agreement has important oil and gas implications as well as for normalizing relations between Israel and Lebanon.
Kyrgyzstan–Uzbekistan Boundary Agreement
On 3 November 2022, Kyrgyzstan and Uzbekistan signed two Agreements related to their international boundary, one focused on delimitation, and the other on the joint management of the Kempir-Abad Reservoir. The Agreement has not been without controversy within both States, especially in Kyrgyzstan.
Russia’s Unilateral Annexation of Ukrainian Territories
Following a controversial referendum on 27 September 2022, Russia unilaterally annexed the Ukrainian territories of Luhansk, Donetsk, Zaporizhzhia and Kherson. While Russia’s claims to Donetsk and Luhansk have been clearly defined as following the oblast boundaries, Russia’s claims to Zaporizhzhia and Kherson are still evolving.
Boundary Litigation Updates
Three cases held public hearing or sittings in the final quarter of 2022: Colombia and Nicaragua (Question of the Delimitation of the Continental Shelf between Nicaragua and Colombia beyond 200 Nautical Miles from the Nicaraguan Coast) at the International Court of Justice; Guyana and Venezuela (Arbitral Award of 3 October 1899) also at the ICJ; and Maldives and Mauritius (Dispute Concerning Delimitation of the Maritime Boundary between Mauritius and Maldives in the Indian Ocean) at the International Tribunal on the Law of the Sea. The ICJ and ITLOS will now deliberate on the various questions the Parties’ answered.
